The draft of the 2030 Penang Structure Plan (PSP) would be put on display at Komtar, George Town, and the Seberang Perai Municipal Council headquarters in Bandar Perda, Bukit Mertajam, from tomorrow.
It will be on display for two months until Nov 19. It is available for viewing through an Android app at https://play.google.com/store/apps/details?id=my.gov.oneappstore.drsnpp2030.
State Town and Country Planning Committee chairman Jagdeep Singh Deo said everyone is welcome to provide feedback and also make criticisms where necessary.
“We want a plan which is of quality, without rushing. Since we are at a critical juncture in our state’s development, we cannot delay the PSP further.
“We will accept all views. Most importantly, people must criticise. The Penang government is transparent and welcomes all sorts of views on the plan,” he said during a soft launch of the plan at Komtar today.
The 2030 PSP is part of a federal law which requires all states to come up with a structure plan, which would essentially lay out the spatial plans for the state.
It outlines the development plans for the state in the next 10 years and would affect density, where homes can be built and more.
The plan is renewable every five years. The last gazetted PSP was in 2007 and is still in use today.
There were plans to introduce a new 2020 PSP, but it never took off.
Previous reports indicated that the delay was due to the inclusion of Special Area Plans (SAP) for the George Town heritage site and Penang Hill.
Typically, after a structure plan is gazetted, local plans are then developed for each municipality or city council area. In Penang, there was supposed to be one for the island and another for Seberang Perai.
The PSP and its subsidiary local plans are important for proper planned development of the state in the near future.
It will specify the type of projects allowed in every area in the state that the public can look forward to.
