KL suspends clamping vehicles from Monday

Mayor halts operations until a meeting on Wednesday with the 11 Federal Territory MPs at which he will explain the pros and cons.

City Hall here will stop clamping all vehicles from Monday until a meeting on Wednesday with the 11 MPs of the Federal Territory, said the mayor, Mohd Amin Nordin Abd Aziz.

The move comes after several MPs raised questions about parking operations in the city.

Amin told FMT: “When I meet them on Wednesday, I will inform them about the pros and cons of clamping. As to the way forward, it will then depend on them. It involves the public. But I find our motorists are not as civic-minded as those in London.”

He said vehicle-clamping had been the best tool for enforcement to stop motorists from parking indiscriminately in housing areas.

Earlier today, Kepong MP Lim Lip Eng had questioned the nature of the contract issued by City Hall.

He said the outsourcing company, Vista Summerose, had a quota to clamp 1,000 vehicles a day parked illegally in the city, and revenue from the fee to remove the clamp was shared between City Hall and the outsourcing company.

“My issue is the need for a 1,000 a day quota. Some say clamping is good, it will train people to be civic minded. My question is that City Hall already has enough resources to carry it out on their own, why outsource it,” he said.

However, Amin said the outsourcing company was required to provide a minimum of RM600,000 a month in revenue to City Hall. “That is our set income. We could never get that much before. After 40 years being in City Hall, I find this system to be the best.”

Now, he said if the company does not clamp vehicles, their revenue would drop and it might not be able to pay City Hall the RM600,000 minimum a month.

Amin said the summons are issued by City Hall officers but “the company has the system and trucks from Sweden to track down vehicles that fail to settle their summons, based on the car registration number. But since they have asked me to stop I will stop clamping for now.”
