Penang exco man spends more than 9 hours giving statement to MACC

Lawyer RSN Rayer says Lim Hock Seng is not being investigated but is helping MACC in its investigations into Penang’s tunnel-roads project.

Penang state executive councillor Lim Hock Seng could spend “another few hours” being questioned by Malaysian Anti-Corruption Commission (MACC) officers after having already spent nearly nine hours with them since this morning, his lawyer said today.

RSN Rayer said Lim, who was having his statement recorded for the anti-graft agency’s probe on Penang’s RM6.3 billion tunnel-roads project, was in good spirits.

Lim had arrived at the state MACC headquarters on Jalan Sultan Ahmad Shah here at 9am today.

“My client is not being investigated. He has been called as a witness and officers are recording a statement from him,” Rayer said.

“Lunch, dinner and other refreshments have been served from time to time.

“Lim is well and we expect him to be done in two or three hours’ time,” Rayer told reporters as he left the headquarters at 6.30pm.

It is learnt that Lim was served a notice yesterday to attend the session as a witness.

Deputy Chief Minister II P Ramasamy is expected to present himself to have his statement recorded as a witness tomorrow morning.

MACC deputy commissioner (operations) Azam Baki had earlier confirmed that two Penang executive council members had been asked to give statements.

He said over 100 witness statements had been recorded, adding that it was a “very technical” investigation.

To date, five arrests have been made in relation to the case.

The 7.2km undersea tunnel will connect George Town’s Pangkor Road and Bagan Ajam in Butterworth. If its feasibility study’s result is positive, it is scheduled to begin construction in 2023.

The “three main roads” stretch from Air Itam to the Tun Dr Lim Chong Eu Expressway (5.7km), Tanjung Bungah to Teluk Bahang (10.53km), and Jalan Pangkor-Gurney Drive junction to Tun Dr Lim Chong Eu Expressway (4.1km).

The project was awarded via an open tender in 2013 to Consortium Zenith-BUCG Sdn Bhd (CZBUCG).

Initially, Consortium Zenith-BUCG comprised Beijing Urban Construction Group (BUCG), which held a 10% share and RM541 million in paid-up capital. The other two shareholders were Sri Tinggi Sdn Bhd (10%) and Juteras Sdn Bhd (10%).

BUCG (M) Sdn Bhd had applied to have itself removed as one of three partners in the larger CZBUCG in September 2016 following a fatal crane accident in Kuala Lumpur in August the same year.

Currently, the consortium is called “Consortium Zenith Construction Sdn Bhd” with Zenith Construction Sdn Bhd, Juteras Sdn Bhd, Kenanga Nominees (Tempatan) Sdn Bhd and Vertice Berhad as shareholders.
