RoS: DAP yet to submit new line-up

Director-General also warns those making baseless allegations against RoS on registration of PPBM and warns of legal action.

PUTRAJAYA: The Registrar of Societies (RoS) said it has yet to receive any report on the DAP central executive committee (CEC) re-election that concluded on Nov 12.

“I have not received any report from DAP,” said RoS director-general Surayati Ibrahim during a seven-minute press conference at the RoS here today.

She was asked if RoS would recognise the new CEC re-election line-up.

The new line-up saw 90% of DAP’s top leadership remain unchanged.

The re-election also saw DAP supremo Lim Kit Siang securing the highest number of votes.

Kit Siang secured 1,199 votes out of the total 1,346, followed by the party’s legal bureau chairman Gobind Singh Deo with 1,198 votes, and DAP secretary-general Lim Guan Eng with 1,180 votes.

The special congress was held following a directive for fresh elections to be held for the CEC.

The dispute over DAP’s 2012 party elections was revived in July, three years after the matter was thought to have been settled between the party and RoS.

On July 7, the RoS issued a statement saying it had instructed DAP to hold a fresh election for its CEC, having decided that DAP’s earlier re-election, held on Sept 29, 2013, was not in accordance with the law.

No updates on Pakatan Harapan

Surayati was also asked on updates on Pakatan Harapan’s bid to be registered as a political coalition.

“There are no updates (on Pakatan Harapan),” she said without elaborating further.

PH has been in a quandary over the status of its registration, having received no word from the RoS.

PH chairman Dr Mahathir Mohamad had said the coalition had not received any news from RoS on whether its application had been accepted or rejected.

Gobind Singh has said it may take the RoS to court if it fails to respond to the opposition pact’s application to register as a political entity.

The Puchong MP said the PH parties had made the application to RoS on July 28 and had yet to hear from the agency. They wrote again on Aug 21, asking for a meeting to discuss the application.

He added that they then sent RoS a notice on Oct 25, asking for a response to the application within 14 days of receipt of the letter.

PH had submitted its draft constitution to the RoS on July 24 and its logo on July 28.

However, ROS instructed PH to use the full name “Pakatan Harapan”, instead of just “Harapan” in its logo.

The coalition, which consists of DAP, PKR, Amanah and PPBM, then amended the logo and submitted the new version to complement its earlier application.

‘Even Umno was banned in 1988’

During the brief press conference, Surayati reminded the public not to make baseless accusations against RoS.

She said even Umno, which forms part of the ruling Barisan Nasional, was banned in 1988 for not following party regulations.

Reading from a statement, Surayati said the PPBM leadership needed to know its party regulations.

“It is serious. It has happened in 1988 when Umno was banned,” she said.

She reiterated the warning given earlier this month where RoS had warned that PPBM may be de-registered if it did not resolve several issues related to the naming of its youth and women’s wings in its constitution.

She had said the party’s failure to conduct the necessary annual general meetings (AGMs) of its branches as well as at the central level, with the minimum required quorum, could also contribute to it being deregistered.

The youth wing is named “Armada” and women’s wing “Srikandi” despite these names not being stated in its constitution.

Surayati had said PPBM had held a special committee meeting that only involved its supreme council members, and not divisional or grassroots members.

The new DG has also reminded the public not to manipulate the issue on the registration of PPBM.

“If the allegations continue, I will take legal action against those involved.

“Any updates on the investigation (on PPBM) will be informed from time to time,” she said referring to PPBM, which is waiting to know its fate if it would be registered in time for the 14th general election.

She said RoS has received complaints from former PPBM members who were sacked.

PPBM’s chairman Dr Mahathir Mohamad said recently that PPBM had the numbers but that the organisation of members into branches and divisions had not yet been completed.
