MACC investigations on Isa, FGV nearly complete

The anti-graft agency expects to submit its investigation papers and recommendations to the Attorney-General on the allegedly over-priced purchase of two hotels by the end of the month.

KUALA LUMPUR: Investigations into former Felda chairman Isa Samad and the purchase of two hotels by Felda Investment Corporation Sdn Bhd (FIC) are almost complete, the Malaysian Anti-Corruption Commission (MACC) said today.

Its chief commissioner Dzulkifli Ahmad said there was “still a bit more” information that the agency needed before it submits the investigation papers and recommendations to the Attorney-General’s Chambers by the end of this month.

Isa was chairman of Felda from Jan 2011 to Jan 2017 when the hotel purchases were made by FIC, its wholly owned subsidiary.

He stepped down as Felda chairman after his term expired, but remained chairman of the agency’s listed arm, Felda Global Ventures Holdings Bhd (FGV), until his resignation on June 19 this year.

“I was briefed about the status of the investigations by my men today,” Dzulkifli told reporters. “All I can say is that we are almost completing the investigations papers.”

On the separate probe into FGV, Dzulkifli declined to answer questions on whether MACC had cleared FGV’s suspended chief executive officer Zakaria Arshad.

On June 6, Zakaria and three company officers were suspended from their positions pending an internal investigation of a delayed payment by Dubai-based Afghan company Safitex Trading to FGV subsidiary Delima Oil Products.

FGV came under investigation following allegations made by Zakaria after his suspension. He had urged MACC to probe the deals made by the company, especially those involving its procurement department.

There were also allegations of misconduct and abuse of power made against the FGV leadership.

Zakaria met with MACC on June 7 and the next day the agency raided FGV offices in Menara Felda in Kuala Lumpur, carting away piles of documents.

Last month, Isa was arrested and remanded for five days from Aug 15 for investigations on the purchase of the hotels.

He and his wife Bibi Sharlina Mohd Khalid were called to give their statements to MACC on June 21, but no details were forthcoming on the nature of the statements.

Besides Isa, his former aide Zahid Md Arip and former FIC CEO Zaid Abdul Jalil had also been questioned.

MACC investigations revealed that FIC allegedly bought the Grand Plaza Kensington Hotel in London at a much higher price than the market value, resulting in the company losing millions of ringgit.

The hotel has 62 rooms and is located at Lexham Gardens within the exclusive district of Kensington and Chelsea.

The 4-star Merdeka Palace Hotel and Suites in Kuching is also believed to have been bought at an inflated price.

Isa was appointed as acting chairman of Land Public Transport Commission (SPAD) immediately after his resignation from FGV.
