CEO fined RM5,000 for neglecting his horse

He says he is bankrupt but pays the fine after pleading that he did not know the horse was unwell.

KUALA LUMPUR: A company chief executive officer was fined RM5,000 or two months’ imprisonment by the Magistrate’s Court here today for neglecting his horse.

Norhisam Mohamed @ Mohamed Nor, 43, who has a Datuk title, pleaded guilty to committing the offence on the Dutch Warmblood horse he owned and named Lentini, aged 23 years, in Jalan Bukit Kiara off Jalan Damansara here at 12.40pm on May 24, 2016.

He paid the fine.

The charge under Section 44(1)(d) of the Animals (Amendment) Act 2013 (Act A1452) punishable under Section 44(1) of the same Act carries a maximum fine of RM50,000 or one year in prison, or both, on conviction.

Earlier, in mitigation, before magistrate Zuhair Rosli, he said he was unaware that his horse was not well.

Norhisam also told the court that he was a bankrupt.

According to the facts of the case presented by prosecuting officer Hasiah Musa, the Veterinary Services Department received a complaint from the public about a horse that was being neglected at the stable at Bukit Kiara Equestrian & Country Resort.

Veterinary officers subsequently took away the horse which had a leg injury.
