A-G: Work on police training centre delayed 7 years

Home ministry and the Public Works Department told to learn from the issues that arose.

The completion of a police training centre project in Bentong, Pahang, was delayed for seven years, the second series of the 2015 Auditor-General’s (A-G) Report revealed.

A-G Ambrin Buang noted the project was implemented under the 9th Malaysia Plan by the Public Works Department.

In 2008, the finance ministry appointed Malgran Resources Sdn Bhd, through direct negotiations, to build the training centre meant to integrate all police training institutions at a cost of RM150 million.

“However, the work progress was unsatisfactory from March 2010 until September 2013. Among the causes for the delay were management problems.

“Thus, a notice of termination of the contractor was issued on Nov 21, 2013 with 95% of work completed.”

To complete the project, the contract was awarded to Bauran Bina Sdn Bhd (BBSB) for mechanical, electrical and maintenance works.

The A-G noted that the termination notice for the first contractor was issued only a year and two months after BBSB was appointed.

The report also noted that project costs for the second contract increased to RM12.88 million due to the consultant’s failure to assess the remaining work, which had resulted in additional scope of work.

Another issue highlighted was the ineffective monitoring by the Public Works Department, home ministry and the project consultant.

The A-G noted that BBSB’s work was 63.5% complete and the firm was expected to wrap up by Aug 30.

“It is recommended that the home ministry and Public Works Department recognise the issues which arose from this project and take them as a lesson.”
