
In the second series of the 2015 A-G’s Report, A-G Ambrin Buang noted several weaknesses in the Creating Iconic Places and Attractions main project (MTTI) which was aimed at transforming existing attractions and creating world-class iconic attractions to boost tourism.
One of these weaknesses is the appointment of incompetent contractors, the report said.
“I-Nai Venture Sdn Bhd was appointed as the contractor for HT1, MP and DM projects even though the company was winding up.
“Moreover, the appointment of contractors for the HT3 and CDC projects by the Federal Territories Ministry contradicted City Hall’s recommendations, which was based on technical and financial evaluations. This resulted in problems during the implementation of the projects.”
The report also noted a lack of coordination between departments and the secretariat of the main project, resulting in duplication of work and wastage of public funds.
Other issues noted in the report included weaknesses in designs, use of unsuitable construction materials, non-compliance with specifications and quality, as well as a lack of regular monitoring of the HT1, MP and DM projects by KBM Konsult Sdn Bhd.
The A-G also noted social problems in the HT3 project area such as the influx of foreigners and homeless, illegal activities, vandalism and misuse of public facilities.
In his recommendations, Ambrin urged all parties to comply with government procurement policies for the selection of competent contractors and enhanced coordination between government departments and City Hall to avoid duplication of work.
He also recommended that project monitoring be improved to ensure compliance with contract terms and specifications, as well as enhancing enforcement to address social problems and misuse of public facilities.
