
The private member’s motion was filed in the order paper by Steven Sim Chee Keong (DAP-Bukit Mertajam) on Thursday.
It states that Sim found discrepancies in the Budget 2017 speech on Oct 21.
It stated that Sim disagreed with Dewan Rakyat Speaker Pandikar Amin Mulia’s ruling against his attempt last week to cite the prime minister for allegedly misleading the Dewan Rakyat.
Pandikar had on Nov 1 rejected Sim’s application to refer Najib to the RPC after stating that there was no prima facie case.
He said this was because the federal budget was technical and could be discussed further.
Pandikar also said the funding for programmes can be undertaken with government-linked agencies, consolidated funds and federal agencies.
Sim, who disagreed with Pandikar, filed the motion under Standing Order 43. It has four grounds:
Firstly, the budget speech does not include the Estimated Expenditure (EE) report, as admitted by Finance Minister II Johari Ghani on Nov 7.
Secondly, the figures given in the speech and the EE report differ and the finance minister II has admitted to this.
Thirdly, even though Johari has responded on the issue raised by Sim, it is not sufficient to prove that the budget speech did not mislead the Dewan.
Fourthly, the explanation should be given by the member who delivered the speech and not others.
The Order Paper is published each day that Parliament sits and lists the questions, motions, notices of committees, announcements and future plans.
