The department made the arrests during the raids it conducted between 10pm and midnight last night on nine foot reflexology and entertainment centres in town, said its principal assistant commissioner Nik Zulhaiza Ismail.
Those arrested were aged between 20 and 40, he said.
Nik Zulhaiza said 65 officers and other staff were involved in the operation, during which seven youths, four of them girls, were issued notices to attend counselling sessions because of indecent behaviour at a karaoke centre.
He also said the department would conduct similar operations from time to time.
