Penang Hill area plan to be gazetted on Aug 1

New area plan for Penang Hill will ensure sustainable development, says state exco member Jagdeep Singh Deo.

A Special Area Plan (SAP) for the iconic Penang Hill will come into force on Aug 1 to ensure sustainable development, State Town and Country Planning Committee Chairman Jagdeep Singh Deo announced today.

He said the SAP was formulated after discussions with all stakeholders, including non- governmental organisations (NGOs), so that it becomes a “sustainable tourist destination” in the future.

“The SAP is a masterplan to ensure Penang Hill remains a tourist destination of choice and to conserve the present natural landscape and cultural heritage,” Jagdeep said at a press conference in Komtar today.

He said an inquiry and public hearing committee on the SAP, chaired by Deputy State Secretary Muhammad Yusoff Wazir, had received feedback from stakeholders.

Jagdeep said during the committee hearing, there were objections from 12 individuals and eight NGO representatives.

“A total of 27 forms with feedback, objections and suggestions from professional bodies, NGOs and the public were also received,” he added.

Penang Hill, or colonially known as Flagstaff Hill, is the most popular tourist destination in the state. It’s highest peak, Western Hills, is at 833m above sea level.

The hills consists of primarily agricultural land, villages and colonial-era bungalows.

The gazetted area under the SAP measures 468.38ha, with a large portion covered by rainforests and primary water catchment areas.

Under the Town and Country Planning Act, state and local governments are allowed to come up with SAP for areas they deem appropriate.

The SAP is an action plan to improve, redevelop and conserve a specific area of interest, as indicated by the state planning authorities.

NGOs in the past have raised their concerns on the SAP, over excess development on the hill.

Jagdeep said the SAP was a culmination of a series of engagements with concerned NGOs and multiple public exhibitions on the area plan.
