Govt prepares rules on bullying in schools

Standard procedures to be spelled out for school authorities and district officers, says Mahdzir.

Standard procedures on handling indiscipline and bullying among schoolchildren are being drawn up by the Education Ministry and expected to be ready in two weeks.

Education Minister Mahdzir Khalid said a special meeting on the procedures would be held soon between himself, the director-general of Education, and ministry officials.

The guidelines will contain the terms and limits of authority of the school and the District Education Office,” he told reporters after opening a parent-teacher association’s annual meeting in his constituency here.

On Thursday, a police report was lodged in Klang, Selangor, about a Year Two pupil, aged 8, said to have been forced to snip off the tip of his tongue by five other older pupils of the school who threatened to punch him in the face if he refused.

Yesterday, Mahdzir said discussions were being held on standard procedures to delegate power to the district education officers and State Education Departments to deal with school bullies.

School administrators will not need to wait for the intervention of the Education Ministry to resolve indiscipline and bullying.
