
The transition was formalised during a handover ceremony held on campus on April 23. In attendance was newly appointed IUKL chairman Chen Xiaoyun, who is also the chair of Star Teenagers International.
Other key guests included Lenny Chong, former executive director of Ikram Education Sdn Bhd, and new IUKL president and vice-chancellor David Ngo.
A symbolic handover of the university’s official company stamp signified the formal transfer of control and responsibility following Star Teenagers International’s acquisition of 90% equity in Ikram Education from Protasco Bhd. This underscores IUKL’s renewed vision to evolve into a future-facing university of science and technology.
As part of its strategic roadmap, IUKL has submitted an application to the higher education ministry to change its name to reflect its vision of science, technology and innovation as central pillars of academic excellence and societal contribution.
“This is not just a change in management – it is a major step forward in repositioning IUKL as a leading science and technology institution in the Asean region,” Chen said during the ceremony. “With renewed focus on applied education, innovation and global collaboration, we are ready to shape the next phase of IUKL’s development.”
Chong, meanwhile, described the acquisition as a timely move to support the university’s long-term growth and international positioning. “Star Teenagers International brings a fresh vision, strong partnerships, and the leadership needed to elevate IUKL to new heights. This handover ensures continuity, while opening doors to new possibilities.”

In a media briefing today, Chen further shared plans for four new doctoral programmes at IUKL in cutting-edge fields such as artificial intelligence, digital arts and AI networks, new energy vehicles, augmented reality in education, AI in healthcare, and transportation and logistics.
Complementary masters and undergraduate programmes are also in the pipeline to build a comprehensive, future-oriented talent ecosystem.
To support this academic expansion, IUKL will collaborate with top-tier talents from Malaysia, Asean, and across the globe, including partnerships with other internationally renowned universities, industry leaders, professional bodies, and accreditation agencies.
Academic forums and expert consultations will be held to ensure these new programmes align with global standards and meet the evolving needs of the industry.
Meanwhile, IUKL’s newly established School of Industrial Development and Innovation will focus on bridging the gap between research and industry. Additionally, plans are in place to create specialised research institutes and centres in fields such as AI, digital arts, and new energy.
These are all part of IUKL’s mission to cultivate global-minded professionals who will drive sustainable innovation and contribute meaningfully to socioeconomic development regionally and worldwide.
